One of the the 'biggest Problems' in a 'Democracy' is that 'Ancient Problematic' of the 'One' and the 'Many'.

One of The biggest 'Problems in a Democracy' is that 'old ancient Problematic' of the 'One' and the 'Many'. Why is that still a Problem? Because it establishes the 'Basics' of a 'Relation' between a Top of 'Power' and the Bottom of a 'Multiplicity of Real Individuals'. The Top is 'One', or 'One and a Few'. The 'One and a Few' means the 'Top of Power' and the 'Agencies' for the 'Administration' of the 'Power Relation'. The Bottom is 'Millions of Human Beings'; each 'Individual' being 'Free and Equal' in the 'Social'. The 'Many' must be 'Governed Democratically' i.e. while always keeping in mind the 'Freedom and Equality' the Individual is entitled too. That requires a 'Democratic Government' that establishes 'Agencies' for the 'Administration' of 'Governance'. That means 'each Agency' has a particular function but it also means 'someone' is in charge of the Agency and it must also be 'Policed'. Generally speaking, the 'Top' can insure that its Agencies are being operated 'Democratically'. Of course, the Bottom must also be Policed to insure that everyone's 'Freedom and Equality' and 'Property' are being protected. A 'Police Department' becomes necessary. A Police Department is 'absolutely necessary', but it can easily 'run amok'. Policemen maintain Law and Order in the Social and they are 'delegated' the 'Power' to do it. The Police Agency 'functions' daily in the 'midst' of the 'Many'. They are 'figures of Authority'. Hence, the necessity for 'elite qualifications' and 'elite training' of all 'Law enforcement' Agencies. 'Law enforcement' cannot be abused.
