The delegation of 'Power' from the 'Top to the Bottom' is to enforce 'Law' and keep 'Order'.

The delegation of 'Power' from the 'Top to the Bottom' is to enforce 'Law' and keep 'Order'. That delegation is for 'only one purpose' and for a 'sole function'. If Law and Order at the Bottom were not required, there would be 'no reason' for the existence of 'Police Departments'. 'Policing Activity' occurs all the way 'Down' and 'into' the 'Condition of Togetherness' at the 'Bottom'. The 'Bottom' must follow 'Law' and 'keep Order' and the Top must 'delegate Power' to do so. But, the Top of Power must also 'Relate' to the Bottom in a 'Democratic Manner'. It cannot be 'arbitrary' and 'violate' the 'Relation' which connects the 'top to the Bottom'. The 'Top' must be more careful then the 'Bottom', in the Daily exercise of its Power, because the Top 'IS POWER'. Hence, it has to remain 'Democratic'. Any 'modification' in the exercise of its 'Power' has to be interpreted as an attempt to 'change' its 'Political Ideology', and a 'failure' to 'Govern'. The Bottom has no Power, but the 'Democratic existence' of the Bottom is 'lived in Freedom and Equality', hence encompasses a 'wider scale'. An 'Individual' can pretty much do as She/he pleases, but that must 'be kept' within the confines of the "Lawful and the Orderly". Violate Law, 'pay the price'; violate order, 'Examine the System'. Something is Wrong. Some 'Violations of Order' are justified in a System where the 'Top' is 'not Governing' and is 'attempting' to 'change' the 'Democratic Way of Life'.
